The office of the Deputy Commissioner, Eastern West Khasi Hills District started functioning right from the date of its attaining the district-hood i.e, th-December-. At that time, the G.A.D. Quarters were used as its office building. However, at present the office is functioning in its own complex amidst lush vegetation of cherry and pine trees.With the main objective of bringing the district administration closer to the people, DC’s establishment deals on subject matters relating to activities like Housing, Supply, Relief, Registration, Planning, Development, Election, Excise, Revenue matters including the activities of the DRDA and the DSC. Currently, the DC is being assisted, at different level of executive functions by three Additional Deputy Commissioners, three Extra Assistant Commissioners, Deputy Director of Supply, District Housing Officer, Research Officer, District Informatics Officer, Executive Engineer, and a number of Assistants both technical and magisterial.

The Meghalaya Fundamentals Rules and Subsidiary Rules 1984 was framed by the Government of Meghalaya after Meghalaya Statehood came into existence which pay is debit able to the consolidated Fund of the state.

The Government in Personnel (B) Department is responsible for preparation of Budget Estimates and allotment of Funds in respect of the Staff /Officers Sanction by them in the office of the D.C./ S.D.O. (Civil)
The Commissioner of Division is the Head of Department for Deputy Commissioner’s office and is responsible for inter- District matters, appointing authority for Head Assistant in D.C.’s Offices.
The Deputy Commissioner is the controlling officer of all Branches in D.C.’s office. He has been vested with the power of appointing authority for all appointments of all posts, transfer and postings etc of D.C.’s amalgamated Establishment barring H.A’s Post. Powers and Duties of Officers and Employees
Designation:- The Deputy Commissioner Eastern West Khasi Hills District, Mairang. Government appoints him. He is empowered to delegate subject as per the restriction and condition prescribed by Rules of his power to any persons appointed by Govt. to assist him in the day today works.
Administrative: – To oversee the functioning of the office as a whole under his control including the duties and responsibilities of Subordinate officers, Staff for public authority and to exercise the power as may be delegated to him by Act /Rules.

The Excise Branch is one of the Administrative Organisation in the administrative set up of the Deputy Commissioner’s Office. The function of the Branch is under the Superintendence of the Deputy Commissioner, Eastern Khasi Hills District, Mairang.
The branch deals with Detection of excise cases, prosecution of cases, collection of Revenue from IMFL and processing of new license and for renewal thereof.
Organization
The subject matter deal with the Branch where correspondence is received first as Dak from the reception section. The Upper Division Assistant distribute the correspondence to the concerned dealing assistants who put it up the file and route the file to the higher officers, that is, Assistant Commissioner, Excise route to the Deputy Commissioner.

Nazarat
The Nazarat Branch is one of the organization in the administrative set up of the Office of the Deputy Commissioner, Eastern Khasi Hills District, Mairang.
The Meghalaya Delegation of Financial Power Rules is enforced to provide and vested with the financial power of the Deputy Commissioner to execute and exercise the financial power on matter concerning with the sanction of contingencies bill and pay bill for public authorities.
The Deputy Commissioner who also functions as sanctioning authority on financial matters concerning his office and also the Assistant Commissioner of Nazarat Branch who also function as D.D.O. are responsible for examining all documents containing Account matters and they are to satisfy themselves all required account papers, etc as envisaged under the Meghalaya Financial Power Rules.
The Deputy Commissioner who also functioned as the Head of the Office has been vested with power of sanctioning authority of a controlling officer of all financial matters and to provide a guarantee of genuineness of the records/instruments and also a record to enter into recognition by the Government for Public Authority.

The Deputy Commissioner being the Head of Controlling Officer have been vested with the power of Administration and Financial power as appointed by the Government. Registration Branch is one of the Branches in the Administrative set up of the Deputy Commissioner’s Office, Mairang, and its organization is headed by the Deputy Commissioner Eastern West Khasi Hills District, Mairang.

The Registration branch receives documents for registration and applications for registration of marriage. The branch also receives daks from the receipt branch which are put up in files by the U.D.A. and routes the files to the District Registrar through the Sub Registrar. This branch also issues NON ENCUMBRANCE Certificates to applicants.

Registration of Marriages – Certificates of Marriage are issued to couples whose marriage have been solemnised by the Marriage Officer of the District Court in presence of 3 (three) witnesses.

The process of decision making starts with a matter being put up by the assistant to the Sub Registrar and the final decision is taken by the District Registrar, although under the supervision of the Deputy Commissioner.
Calculation of stamp duty and Registration Fees are done as per provisions contained in the Indian Stamp (Meghalaya Amendment) Act, 1993 and Registration Act, 1908.
Registration of Documents are also done keeping in view the Provisions contained in the Meghalaya Transfer of Land (Regulation) Act, 1971 and Benami Transaction (Prohibition)Act 1980.
For registration of Sale Deeds and Gift Deeds, both the vendor and vendee are required to present themselves along with two witnesses and another responsible person further to identify them should also be present at the time of presentation of documents. For other documents the Executant or the Testator has to be present along with two witnesses and some other responsible person to identify them.
Confirmation Certificate from the concerned Head Man / RangbahShnong is insisted upon at all times.
What documents are required for Registration of Marriage:
Notice of Intended marriage duly filled up and signed by both the bride-groom and the ride.
Proof of residence (Voter I-Card/ Ration Card).
Proof of age (10th Class certificate, Date of birth certificate).
Marriage invitation if available.
Original copy of divorce decree/order in case of a divorcee and death certificate of spouse in case of widow/widower.
In case applicant is a foreign national, a No Objection Certificate in original from the concerned High Commission to be submitted along with the application form. A bachelor/spinster certificate, visa, passport.

Registrar of Societies
The Meghalaya Societies Registration Act, 1983 as passed by Assembly and received the assent of the President on 08-12-1983.
The Meghalaya Societies Registration Act, 1983 is enforced to provide for Registration of Societies with their aims and objectives by literacy, cultural, scientific, charitable, etc. and other kinds of societies connected therewith.
The Additional D.C. who also functions as Joint Registration of Societies , the AC, Establishment who also function as Subordinate Officer are responsible for examining all documents contained in the Memorandum of Association, Constitution indicating Bye Laws of Societies, fees paid by treasury challans, Headman’s NOC and to satisfy themselves all required documents and materials as envisaged under Rules/Act.
The Additional D.C. who also function as Joint Registrar of Societies has been vested with the Power of registering of societies so as to provide a guarantee of the genuineness of the instrument of societies but also a record from which a society to enter into recognition by the Govt. for the public authority.

There are no separate sanction of Grade – III & Grade- IV staff for Registration of Societies. The works are being manned by staff of D.C’s amalgamated Estt. The day today official works are mostly performed by the Grade – III & IV staff under the supervision of the Joint Registrar of Societies and AC being the Subordinate Officer.

Relief and Rehabilitation
Relief and Rehabilitation Branch is one of the Administrative Organisation in the administrative set up of the Deputy Commissioner’s Office. The function of the Branch is under the Superintendence of the Deputy Commissioner, Eastern West Khasi Hills District, Mairang.
Natural Calamities, Disaster Management for extending relief to the victims in the District, both for the Urban and Rural area.

Function: The Branch sees to the paper work and process the reports submitted by the Block Development Officer concerned in Eastern West Khasi Hills District and from the individual, such as Natural Calamity and Disaster Management Plan. The Branch scrutinize the report received and make immediate payment and relief where fund is readily available and further submit the Report to the State Government in Revenue Department, Political Department to accord sanction for payment to the victims.
The process of decision making start with the matter being put up by the Assistants of the Branch to the next higher authority. The Controlling officer who is the Deputy Commissioner, Eastern West Khasi Hills District, takes the final decision. Procedurally, the process of decision starts with the perusal of dak by the Deputy Commissioner and his endorsement therein. The case is proceed further by the staff of the branch and putting it up hierarchically to the higher authority for final orders.
All the relief programmes implemented are strictly on the recommendation of the Block Development Officers and Magisterial Enquiry and such relief is governed by its guidelines framed by the State Government.

Supply
Functions
The objectives/purpose of the Authority of Deputy Commissioner (Supply) Eastern West Khasi Hills, Mairangis to ensure that Schemes connected with the distribution of Subsidized Commodities like TPDS, Annapurna, AAY for SC/ST Hostels, S.K.Oil etc are effectively implemented for the benefit of the beneficiaries of the District. Moreover, Commodities in the open market were also thoroughly monitored on daily basis with regard to their stock, prices etc.
The Authorities might at all times make every efforts to prevent any unscrupulous Malpractice trades so as to avoid any undue exploitation to the beneficiaries of the District. With this aim in view, the public authority of the Commodities is running regular and timely allotment, lifting meant for the District. Inspection and raids were also conducted if situation warrants. The returns like availability of stock of Essential Commodities, their prices were monitored on daily basis and reports are sent to the Public Authority on daily/weekly/monthly and quarterly basis. Commodities under TPDS were timely lifted and the same are distributed by Public Consumers though Fair price Shop at subsidized price fixed by Government.
The Public Authority are also expecting the Public may submit representation or by report to the Public Authority any case of malpractice/irregularity indulge by traders/agencies if any under any schemes or in the open market so that action could be taken by the Public Authority to avoid any undue hardship to the Public. All important matters regarding Public attention are publicise through Public Notice/Press/Public announcement of DIPR.
